The CEE Incentive for Industrial Electric Boilers
Updated on September 15, 2026

As of September 5, 2026, manufacturers have access to a new program to support the electrification of their heat production: the CEE IND-UT-141 form , “Industrial Electric Boiler.”
This new Energy Savings Certificate (CEE) form allows, under certain conditions, for financial assistance to be obtained for the installation of an industrialelectric boiler, particularly as a replacement for a boiler fueled by natural gas, fuel oil, or another fuel.
For manufacturers seeking to reduce their fossil fuel consumption and electrify their processes, the CEE IND-UT-141 incentive therefore represents a new opportunity.

Polypoles, the official distributor of Värmebaronen industrial electric boilers in France, offers the EP G2 series in a high-temperature (HT) configuration, whose technical specifications meet the requirements of this system.

What is the EEC IND-UT-141 standard for electric boilers?
The standardized operating procedure IND-UT-141, “Industrial Electric Boiler,” was established by the order dated September 1, 2026.
In particular, it aims to promote the replacement of fossil-fuel-fired boilers with high-efficiency industrial electric boilers.
This program covers the installation of one or more new electric boilers capable of producing a heat transfer fluid at a temperature exceeding 150 °C, whether it be steam, superheated water, or a thermal fluid.
This measure is part of the national electrification plan and aims to accelerate the decarbonization of industrial thermal applications.
Who is eligible for the CEE IND-UT-141 incentive?
The IND-UT-141 Energy Efficiency Certificate is intended for the industrial sector. Several technical requirements must be met for a facility to qualify for Energy Efficiency Certificates.
Among the main criteria:
- The installed boiler must be 100% electric and operate using a jet, electrodes, or an immersion heater
- Its minimum efficiency must be 99% or higher
- It must produce a heat transfer fluid at a temperature above 110 °C
- The total rated thermal output must be less than 20 MW
- In the case of a replacement, the project must result in the complete electrification of the relevant heat production
- A preliminary sizing study must be conducted
- The installation must be performed by a professional
Replacing a gas or oil boiler with an electric boiler
The IND-UT-141 data sheet is particularly useful for manufacturers considering replacing fossil-fuel-based heat generation.
Natural gas, propane, biogas, fuel oil, coal, and coke are among the fuels covered in this fact sheet. Switching to an industrial electric boiler thus makes it possible to electrify the site’s heat production and reduce direct reliance on fossil fuels.
In particular, this solution can meet the needs of various industrial sectors that require high-temperature heat: the food and beverage, pharmaceutical, chemical, and textile industries, industrial laundries, and certain manufacturing processes.
